Binance France to Close All Accounts on December 31: Fees Start November 29 for Holders Who Stay

Binance France will close all of its customer accounts on December 31, 2026, and accounts that still hold assets will start paying a monthly management fee from November 29. The charge is 0.025% of the balance or 10 USDC per month, whichever is higher — a deadline French users cannot afford to miss.

The wind-down was reported on November 7 by French outlets Cryptoast and CryptoActu from an email Binance France sent to customers, as covered by Bitcoin.com News on the Binance France account closures. Follow daily exchange coverage on the Zimbuck News page and discuss the story in the Zimbuck Market News group.

The two dates that matter

  • November 29, 2026 — the fee calculation date. Accounts still holding assets pay 0.025% of the balance, minimum 10 USDC; the first deduction lands within three days, with a second expected after December 24.
  • December 31, 2026 — account closure. Every Binance France customer account closes; assets left behind may be treated as inactive and could be converted, transferred or otherwise handled under the exchange's terms.
  • Withdraw everything before November 29 and no management fee applies at all.
  • Deposits are already no longer possible on the French entity.

The minimum fee is what makes this urgent for small holders. On a balance of 1,000 USDC the percentage fee would be only 0.25 USDC, but the 10 USDC minimum applies instead — effectively 1% in a single month. Only at a balance of around 40,000 USDC does the 0.025% percentage exceed the minimum. Leaving a small, forgotten balance on the French entity is therefore the most expensive option of all.

Why Binance France is closing: the MiCA licence

The closure traces back to Europe's Markets in Crypto-Assets regulation, MiCA. Since July 1, 2026, crypto service providers have needed the required MiCA authorisation to keep operating in the European Union. Binance France did not obtain that authorisation, and the French regulator AMF noted the expiry of its French registration on July 2 as the transitional regime ended. Reports say about 2 million French users already lost trading access on July 1; December 31 is the final step, closing the accounts themselves.

It is important to be precise about scope: this is the closure of the Binance France legal entity, not a shutdown of Binance's global platform. The risk is specific to customers whose accounts sit with the French entity — but for those customers it is total, because after December 31 the account itself no longer exists.

How this fits the wider exchange reshuffle

November has been a month of exchange housekeeping. Coinbase set its own November delisting calendar in the story covered in our Coinbase November delistings report, and Kraken's pair removals were covered in our Kraken delisting guide. The pattern is the same everywhere: regulated venues are pruning what — and where — they can legally offer, and the cost of inaction falls on users who do not read the emails. A delisting gives you a date to sell or withdraw by; an entity closure gives you a date after which there is no account left at all.

What Binance France users should do now

First, confirm which entity your account belongs to — the closure notice applies to Binance France accounts. Second, withdraw or transfer all assets well before November 29, not on the day itself, so no management fee is triggered and no network delay can push you past the calculation date. Third, download your transaction history for tax records before the account closes. Finally, if you move funds to another venue, verify that venue's own regulatory status in your country first — the lesson of this closure is that an exchange's local licence matters as much as its global brand.
