Binance has now answered the question that hung over every update since its wallets started draining on October 29: who pays? In an official post on X at 00:13 UTC on October 30, the exchange wrote, in full: 'Binance will cover all losses.' In the same post it suspended all deposits and withdrawals 'while our team conducts security checks, freezes funds, and works with law enforcement,' promised 'a full post-mortem once the investigation is complete,' and closed with the words 'User funds are safe.' It is the first time Binance has promised compensation outright. What it has still not done is say how large the loss is, or when withdrawals will reopen. The pledge settles who bears the bill. The exchange's own published reserve data shows how big that bill could be — and gives the market a date, November 1, on which to check whether it has actually been paid.

What the pledge does and does not say
Withdrawals were first paused at 22:15 UTC on October 29, and Binance Alpha trading followed at 23:06 UTC. The first official frozen total, $2.54 billion, came at 23:22 UTC. The pledge came at 00:13 UTC on October 30, extending the halt to deposits as well. Binance gave no timeline for reopening and no loss figure. Founder Changpeng Zhao said the outflows look like a hack and that he expects users to be fully recovered, and that the loss might be a bit higher than current estimates, but Binance will cover it. For customers, balances, Binance says, will be honoured; access, for now, is not.

The reserve gap
CoinDesk's review found Binance 14, the hot wallet at the centre of the suspected hack, appears in Binance's October 1 proof-of-reserves report. At that date, Binance held exactly enough ether to cover customer balances, a reserve ratio of 100%, and 108.26% of customers' USDC. The roughly 204,500 ether taken represents approximately 5.6% of Binance's ether reserves, leaving ether backing near 94% if nothing has been replaced. USDC and several altcoins are also likely below 100%. Binance's next reserve snapshot will be taken on November 1, and will show whether the missing assets have been replaced.

Where the money comes from
The Secure Asset Fund for Users (SAFU) was converted into $1 billion of Bitcoin earlier this year; one account puts it at 15,000 Bitcoin, worth about $1.18 billion. FinanceFeeds tracked about $3.3 billion leaving Binance hot wallets on Ethereum; against that, roughly $3 billion frozen covers about 91%, leaving a gap near $300 million. Decrypt tallied at least $5.57 billion across chains, and Chainalysis estimated $5.912 billion at the time of theft. Tether froze more than $1.567 billion in USDT, Circle more than $800 million in USDC, Ripple around $200 million, World Liberty Financial $27 million in USD1. Frozen is not returned: blacklisted stablecoins stay put until the issuer reissues or burns them, usually after law enforcement or a court confirms ownership.
