The plan expands Rep. Maxine Waters' Crypto Investor and Consumer Bill of Rights — giving the SEC more oversight of crypto markets while narrowing the CFTC's role, with stricter DeFi rules and ethics curbs on officials' crypto dealings expected.
The CLARITY Act passed the House 294-134 in July 2025 but stalled in the Senate after a 49-50 cloture vote in September. Paradigm's Justin Slaughter says CLARITY now looks "dead" in the lame duck.
The new bill would land in the Congress convening Jan 3, 2027. Pro-crypto candidates backed by Stand With Crypto won 27 races.
